Rule 4
Meeting and operation of the committee

(1) The general meeting of the committee will be called by the chairman as needed. Even if a member requests to show the reason, the chairman can call the meeting if he deems it appropriate.
(2) At least 24 hours before convening a meeting, notice of the place, time and agenda of the meeting shall be given by the secretary of the committee to each member.
(3) The committee shall generally discuss only the matters on the agenda. However, if a member proposes to discuss matters outside of the agenda, if the chairman deems it appropriate, the committee may allow the committee to discuss new matters after the discussion on the issues on the agenda is over.
(4) If the chairman is absent, the vice-chairman and if he is also unable to attend, the most senior member among the members present will preside over the meeting of the committee.
(5) The presence of five members shall be considered as a quorum. However, if a meeting is called for the same matter again, even if there is no quorum, the work of the meeting can be conducted. The decision of the committee meeting will be by simple majority. But if the votes are equal, the chairman will give the deciding vote.
